President: Omayra Martinez-Baidy
Omayra Martinez-Baidy, is an 11 year veteran of the Hartford Police Department. She is presently assigned to the Major Crimes Division. As an Hispanic female with no supporting classmates new to law enforcement, Omayra was welcomed into this association with open arms. The support and guidance she received from members acted as a catalyst for her loyalty to the association. Omayra participated as a dedicated and active member of the Hispanic Officers Association during her tenure at the police department. Omayra is proud and honored to have been elected to lead HOA as its President. As president Omayra continues to guide the Association towards its goals of promoting pride and the preservation of the culture and identity of Puerto Ricans, Latinos and members of Hispanic heritage within its membership and the community it serves.
Vice President: Marcos A. Massa
In June of 2001, Marcos A. Massa Sr. became a Hartford Police Officer. He has been a member of the Hartford Police Hispanic Officers Association since December of 2001.
In 2005, he was promoted to the rank of detective and is currently assigned to the Juvenile Investigative Division.
In January of 2011, Marcos A. Massa Sr. became the vice president of the Hartford Police Hispanic Officers Association. As vice president his main initiative is to have an open line of communication with the many Community Organizations within the City of Hartford.
Secretary: Tanya Ortiz
Tanya Ortiz, has been with the Hartford Police Department for four years. I am currently the secretary to the Hispanic Officer Association and have held this position for the last three years. I am very grateful to have been given the opportunity to work very close with our HOA members. We are an organization that works very close with our community and this is what I look forward to on a daily basis. I am currently working for the Northwest Conditions Unit in the Blue Hills Avenue Area, which is a unit who deals with Quality of Life Concerns. As a member of the HOA and Hartford Police Department, I look forward to serving my community and providing the best that I can.
Treasurer: Jorge Cruz
Officer Jorge Cruz, is a 13 year veteran of the Hartford Police department and is currently assigned to the Blue Hills Avenue walk beat within the city. He considers this the best assignment he has had the opportunity of having within the police department. He enjoys the "hands on" relationships he is able to nurture with the community he serves. As the current treasurer of this organization, his goal is to assist with increasing HOA's membership base. He is committed to serving the association under the new president and vice president's vision to better the association.

Sergeant At Arms: Victor Otero
Detective Otero is a twelve year veteran of the Hartford Police Department, and has been a member of the Hispanic Officers Association for approximately the same amount of time. He is currently assigned to the Juvenile Investigative Division. He is also a long time member of the Hartford Police Department's Honor Guard and certified instructor by the Police Officer’s Training Council. Victor has received the Chief’s Medal of Valor and Purple Cross, the most honorable awards with the Hartford Police Department.
Members of the Hispanic Officers Association elect our Executive Board members for a term of 2 years. Elections are held in the month of November.
OUR ADVISORY BOARD
Members of the Advisory Board hold office for 2 years. Vacancies are filled by the President. The Advisory Board is responsible for being an advocacy guidance and consultant to the President and assist in the representation of the Association.
